Génova: ¿qué consecuencias puede tener la revocación del contrato a la concesionaria?
Tras el derrumbe en Génova el Gobierno de Italia ha anunciado su intención de revocar el contrato que tenía con Austoestrada. Una revocación que según apuntan los expertos podría costar a los contribuyentes una sanción millonaria. Todo ello mientras desde el Ejecutivo, el ministro del Interior Salvini cuestiona las restricciones presupuestarias impuestas por la Unión Europea. De todo ello hablamos con Verónica Vecchi, profesora y experta en gestión de fondos públicos europeo.
“Es cierto que existen regulaciones de la Comisión Europea sobre los recursos que van a ser utilizados por cada Estado, pero corresponde a sus gobiernos decidir como usar esos recursos y cómo cumplir con ciertas inversiones.
Los acuerdos de concesiones son muy complejos y el control que el gobierno debe implementar sobre las empresas privadas debe de hacerse a través de un control adecuado, a través de los objetivos que se deben alcanzar. Es este caso concreto, la tarifa es una remuneración, así que en cierto modo la inversión realizada por la compañía privada, y los costes de ejecución, se encuentran incluidos en la propia tarifa, es decir, que el dinero que Autostrade recibe del gobierno debería cubrir de forma suficiente los costes de mantenimiento”.
Euronews: “Siento interrumpirla, pero quería preguntarle: En caso de que el Gobierno, según palabras del propio primer ministro Conte, “no espere a que se completen las investigaciones”, ¿qué consecuencias, qué sanciones podría tener según el acuerdo de concesión”
“En primer lugar, es necesario que se depuren todas las responsabilidades, el acuerdo es muy preciso y de ello dependen las sanciones”, señala Verónica Vecchi. “Además, en caso de que las investigaciones indiquen que no es culpa de la empresa privada, es decir debido a fuerza mayor, los costos recaerán sobre el propio Gobierno”, apunta.
